Division of labour in the market surveillance of PPE
In Finland, the supervisory mandate concerning PPE has been divided between Tukes and the occupational safety and health authorities (the TTO department of the Ministry of Social Affairs and Health and the OSH divisions in Regional State Administrative Agencies) so that PPE intended for professional use is under the supervision of the occupational safety and health authorities, and that used by consumers is under Tukes.
The PPE Regulation (EU) 2016/425 does not generally distinguish between PPE intended for consumer or professional use. However, whether the product is intended for consumer or professional use may affect its classification.
